It costs the US government billions especially since they make different mixtures and the "premium" formula that has new untested additives that everyone wants since that makes it "closer to breastmilk". Formula is virtually free in the beginning and then the costs get gradually more expensive for recipients. <br /><br />Honestly it is kind of sick. I get the idea is to give those on WIC incentive to get off the program, but it is the same technique formula companies use to make sure women's natural supply dries up so they need to buy formula. Maybe eventually the capsules will come in various sizes (2 oz, 6 oz, 8 oz etc). However we all know that folks don't follow the instructions on the can of formula to toss a bottle after an hour. I can't tell you how often I've seen people leave a bottle sitting out on the table for hours and reuse, how many times I've seen moms in the mall with a mixed bottle of formula sitting out in the stroller for hours, etc. Formula is so pricey that people don't want to toss it, even when they really should.<br /><br />As far as WIC, it stands for Women, Infants & Children and is a supplemental nutrition program for low income women and their children up to age 5. It is funded by the US government and currently about 50% of children under the age of 5 are eligible for WIC. Women on WIC who choose not to breastfeed are given free formula. The formula companies enter bidding wars with local WIC offices, offering the formula for pennies per can. WIC enters a contract with one brand, and that is all the moms get, unless they get a doctor's note requiring something specific for their babies. The US government is therefore the largest purchaser of formula in the country. The formula companies don't do this to be benevolent, though. Because WIC is a supplemental program the moms don't get enough formula to get them through a whole month. Therefore they need to buy formula at some point, and of course most will buy whatever brand they are already getting from WIC. It's another formula marketing tactic and it works well. I had a college friend who's daughter was in the higher percentiles, so she watered her formula down, thinking that being in the higher percentile meant that she weighed too much. Shame on her pediatrician, though.<br /><br />BUT are these people who can afford a fancy formula machine? Likely not. My college friend certainly didn't have it in the budget - she could barely afford formula to start with (she tried, but ultimately was unable to make breastfeeding work btw) I have a Keurig and I use the refillable filter because I cannot justify the cost of k-cups. I do buy them every now and then, but rarely. My guess is that a similar mark up will exist on formula "cups".
