The slogan here is "Keep Portland Weird" - People really just do not care about being seen as outlandish, and often revel in it.<br /><br />That said, I have a friend on WIC who got no breastfeeding support, just formula samples, and I've heard of nurses here telling women that breastfeeding "isn't that important" and pushing formula.
